Ouroboros calls itself an agent operating system in which the agent gets smarter on its own while the human holds the line. The method it describes has an interview before work starts, staged evaluation, and an evolution loop with a budget. The MCP server runs across 14 runtimes, including Claude Code, Codex CLI, Gemini CLI, OpenCode, Copilot and Kiro.
